Upshur County Purchase Orders
Specifically, we are requesting electronic records of all purchase orders issued by the Upshur County from January 1, 2020, through March 31, 2025, across all departments. For each purchase order, please include: - Contract number or purchase order number (or comparable identifier such as invoice, check number, or internal ID) - Purchase date - Vendor details (name, ID, address, contact person, email address) - Line item description - Line item quantity - Line item price/amount - Contract start and end dates (if applicable) - Contract signatory (if available) - Yes / No for competitive process. If not, please indicate reason Additional clarifications: - If vendor names are represented by codes, please provide the vendor list matching those codes. - Providing raw electronic purchase orders without additional compilation is acceptable if more convenient.

This correspondence is in reference to the Freedom of Information Act Request received by the Upshur County Commission on Thursday, June 5, 2025, relating to purchase orders and documentation. The Upshur County Commission and subsequent departments do not utilize purchase orders; therefore, I do not have the below requested records to provide. In accordance with 15 CFR Part 4.3, Records, which states, "In response to a FOIA request, the Department has no obligation to create, compile or obtain from outside the Department a record to satisfy a request…” Although this does not constitute a denial because no records were found or withheld, you may appeal in the Circuit Court of Upshur County. An appeal must be received within 90 calendar days of the date of this correspondence. The appeal must include a copy of the original request, this response to the request and a statement of the reason why withheld records should be made available and why denial of the records was in error. The submission is not complete without the required attachments. The appeal letter and the envelope, should be clearly marked "Freedom of Information Act Appeal."
